Personally I think (c) should require renewing AND registration. The initial cost should be $1. Every 5yrs you need to renew. But… #
…the cost to renew (c) should increase by a factor of 10 on each renewal. $10 at yr 5. $100 at yr 10. $1000 at yr 15. And so on… #
…eventually the cost to renew would outstrip the economic value of the work and it will slip into the public domain. #
That would take care of the orphan works problem, would make it a snap to see if something’s (c) or not and track down the rights holder. #
